Resolution of the Forum
«On Urgent Measures For Developing Information Society in Ukraine»
Kyiv, 17 December, 2009
The Forum participants, summing up results of the public discussion of “Mandate For Presidential Candidates in Ukraine “On Urgent Measures For Developing Information Society in Ukraine”,
Have stated the following:
1. Extensive use of information/communication technologies (ICT) in all areas of the Ukrainian social life is the prerequisite for this country enhancement and shortening its lag from the world highly industrialized states.
2. Information society is the mainstream for a modern civilization development, and Ukraine has to meet its requirements.
3. Current state of the national ICT legislative background, level of the national and local governance, extent of public/private partnership and condition of national programs related to formation of the information society could be estimated as unsatisfactory.
4. Attacks of governing bodies, at all levels, of Ukrainian ICT business entities and their guarantees of civil rights and freedoms, instead of reconciling absolutely indispensable cooperation between the state, general public and business have become a regular practice.
5. Issue of information society is still beyond an agenda for public discussion and is not a matter of prime importance for Ukrainian Presidential Candidates, political parties, social/political mass media.
Following discussion of problem issues in regards to prospects for developing information society in Ukraine, the Forum participants
have agreed to:
1. Regard a formation of the information society in Ukraine as one of key priorities for this country development and contribute to an immediate inclusion of ICT- related issues in the agenda of political discussion at all levels.
2. Approach the Verkhovna Rada (Parliament) of Ukraine and its relevant committees with the proposal to hold in October, 2010, Parliamentary Hearings on information society in Ukraine, whereby to consider ways for creating favorable legislative, economic, regulatory, tax, technological conditions for a wide ICT deployment and implementation.
3. In March-April, 2010, organize meetings on ICT issues with leaders of major political forces in Ukraine, where discuss a cooperation in resolving existing problems as to a formation of the information society in this country.
4. Focus at ICT pressing issues in the process of cooperation with representatives of social and professional organizations that belong to other industries, during public discussions of a wide number of issues, participation in consultative and similar specialized councils affiliated to bodies of legislative and executive power, specifically, at the ICT role for developing various branches of the national economy, health care, education, culture, state governance, etc.
5. On behalf of the Social Council on Information/Communication Technologies and Forum participants send an appeal to editors and newspersons of social/political mass media containing a request to pay their attention to current challenges for information society in Ukraine, as well as the proposal for cooperation in the coverage of ICT role in increasing the country’s world competitiveness, improving national quality of life, combating cases of corruption.
